Highway and Safety Services, Inc., was founded in 1987 by Patricia K. Diamondidis as a minority business enterprise (MBE) in the area of traffic control and sediment and erosion control.  For the first few years, Highway and Safety Services was busily responding to requests from area prime contractors to help them fill the MBE goals on Federal, state, and local public works contracts throughout the Maryland and DC area. As a result, Highway and Safety Services grew in experience, size, and reputation. During this time, Highway and Safety Services expanded its activities to include installation of guardrail, fencing, site furnishings, bus shelters, and permanent roadway and garage signing; landscaping, and site excavation. 

In 1992, Highway and Safety Services was awarded its first task order contract with the Maryland Aviation Administration (MAA) at Baltimore-Washington International (BWI) and Martin State airports. The work included asphalt paving and patching of the airfield and parking lots, concrete paving and patching, site excavation, the construction of storm water management structures and storm drains, and installation of site furnishings. The work was issued as task orders under the overall contract and involved a large amount of “designing” the repairs required by the Airport Authority. Over the next 10 years, Highway and Safety Services was awarded nine consecutive “requirements” task order contracts with MAA for all manner of repairs and construction at BWI and Martin State Airports totaling over $30,000,000.

Concurrent with our involvement on these contracts, Highway and Safety Services was continuing to expand as a prime contractor. Since 1997, Highway and Safety Services has been awarded 10 task order contracts with Montgomery County Department of Public Works and Transportation. Tasks under these contracts have ranged in value from several hundred dollars to over three million dollars per task. The nature of the work has included the construction of roadways and parking areas, streetscapes, city parks, storm water facilities, stream valley restorations, truck wash buildings, concrete structures, landscaping, signing and site furnishings, a splash park, and innumerable site repairs. These contracts have been “ridden” by other contracting agencies including the Washington Suburban Sanitary Commission (WSSC), Maryland-National Capital Park and Planning Commission (M-NCPPC), the Housing Opportunity Commission, the City of Gaithersburg, and the City of Takoma Park.

Pennyfield Lock Boat Ramp & Stream Improvements – Maryland-National Capital Park and Planning Commission:

Pennyfield Lock Boat Ramp & Stream ImprovementsMdQI 2009 Award of Excellence Finalist. The project design included the rehabilitation of a popular boat ramp which allowed access to the Potomac River through an historic arched sandstone culvert under the C&O Canal. The property belongs to the National Park Service, with a portion on MNCPPC property. Due to the close proximity to historic stone structures, extreme care was exercised in placing the imbricated riprap streambank armoring and stream invert excavation.

Work included: clearing and grubbing of debris, stream channel excavation, trench excavation, stream channel improvements, installation of rip rap for slope protection, rock vane installation, concrete boat ramp construction, asphalt pavement and placement of graded aggregate base, striping and signing, sediment control measures as well as reforestation and stabilization of affected area. The construction scope included the replacement of an existing boat ramp, in addition to the removal and installation of concrete and asphalt pavement for the construction of the boat ramp access.

The stream bank repairs included the construction of a J-hook with a rock vane and “teeth” to redirect the stream’s thalweg and relieve pressure from the area of the boat ramp and stream bank adjacent to the historic sandstone endwall structure of the C & O Canal. Rip rap and filter cloth were installed for slope protection around the area that was stabilized. Existing geometric configurations were incorporated into the design to comply with MDE standards and field adjusted to account for local bedrock and stream behavior.

Underwood Road at Mount Tabor Road Intersection Improvements – Anne Arundel Department of Public Works, Anne Arundel County, MD:

Underwood Road at Mount Tabor Road Intersection ImprovementsHighway and Safety Services reconstructed approximately 400 linear feet of Underwood Road at Mount Tabor Road and installed a new traffic calming roundabout.  Work included: regrading/realigning the existing roads; asphalt milling and paving; new storm drain inlets and pipes; curbing and stamped concrete roundabout infill; storm water management facilities; plantings and landscaping; erosion and sediment controls; and traffic controls.

Resurfacing on MD 108 at Sherwood Elementary School – Maryland Department of Transportation, State Highway Administration:

Resurfacing on MD 108 at Sherwood Elementary SchoolHighway and Safety Services constructed turning lanes from MD 108 into Sherwood Elementary School for access by bus traffic during the school year.  Work included: regrading/realigning existing roads; grading and widening of MD 108 for additional turn lanes; storm drain modification; curbing; asphalt milling and paving; erosion and sediment controls; and traffic controls. Highway and Safety Services received an award of excellence from Maryland Quality Initiative for the construction of the project.

Wayne Avenue Park and Streetscape at Georgia Avenue – Montgomery County, MD:

As part of the downtown Silver Spring redevelopment effort, Highway and Safety Services constructed a plaza with planters, architectural furniture, stone and brick pavers, ornamental street lamps, landscaping with irrigation system, street modifications and curbing.
